Humberside and Bedfordshire: selected case and reminder findings

Humberside reports 3,336 cases in 2025 under the requested category of alleged Section 172 failures referred, charged or otherwise proceeded with. The precise reporting stage is not defined. Bedfordshire reports 27,622 NIP reminders for camera speeding and red light offences. Neither finding is a conviction count or a measure of individual prosecution risk.

Cambridgeshire and Hertfordshire: combined notices and online response functions

Cambridgeshire reports 15,826 NIP reminders in 2025. Hertfordshire reports 91,266 combined camera NIP and Section 172 documents and 34,924 reminders. Both identify online admission and nomination from mid September 2024. Neither supplies proceedings figures. Their separate totals do not establish individual outcomes or portal effectiveness.

Durham: follow the whole nomination chain

Durham reports 906 failure to furnish prosecutions in 2025 and explains that initial Section 172 figures are only a minimum. Further nominations can generate additional requests. Its reminder practice concerns each unanswered recipient, not one reminder per case.

Leicestershire: submission route and onward processing

The force reports 18,647 reminders in 2025 and says onward notices are currently sent within two working days after portal nominations and five after postal nominations. These are operational statements, not measured averages or guarantees.

Staffordshire and South Yorkshire: disclosure status

Staffordshire FOI 23266, dated 11 September 2026, refuses the wider request on cost grounds but offers annual initial NIP totals and historical online response information following a narrowed request. NIP and Section 172 documents are sent together and cannot be separately counted from the NIP figures. No average nomination timing report is held. Annual figures and a separate reminder count are not supplied.

South Yorkshire FOI2026/01998, also dated 11 September 2026, refuses the request on cost grounds, explaining the difficulty of extracting Question 4 proceedings information. Its initial search population is not a verified annual notice total. The response establishes neither zero proceedings nor that the remaining questions can be answered. Narrowing and reporting scope remain unresolved.

Metropolitan Police: court referrals, with reporting limits

The Met reports 16,128 alleged Section 172(3) court referrals in its 2025 column. Reporting dates and counting units are being clarified. This is not a conviction, MS90 or verified full-year comparison.

SAC, CO and RFS describe camera offence categories, not Section 172 failure outcomes. Workbook checks also identify repeated rows and missing values that prevent an unqualified trend calculation.

Derbyshire: notice volumes do not disclose outcomes

Derbyshire reported 68,545 initial NIPs in 2025, up 31.3 percent from 2023 but down 4.9 percent from 2024. Identical Section 172 totals must not be added. Reminder and proceedings figures are held but withheld on cost grounds. Starportal is identified, with response functions and year detail unresolved.

9 September: three further disclosure responses

These responses add a verified response route finding and two opportunities to narrow requests. They do not supply three new enforcement datasets. Cost refusals and unresolved answers are not zero counts.

Northamptonshire: online nomination and admission differ

Response 26-44010 confirms online nominations from 2020 and online admissions from 2023 for Safer Roads Team offences. It does not establish availability throughout 2023 or cover every officer issued notice. The statistical request was refused on cost grounds. The requested existing nomination timing report remains unresolved.

West Midlands: narrowing offered, question numbering unresolved

Response 1881/26, dated 9 September 2026, offers answers to questions 1, 2, 3, 5 and 6 but then asks to remove question 5. Its cost explanation concerns identifying Section 172 court cases, which was question 4. This discrepancy needs clarification before the scope is settled. No enforcement totals were supplied.

Dorset: Operation Snap creates a retrieval obstacle

Response 01/FIN/26/005029/V, dated 9 September 2026, refuses the request on cost grounds, identifying manual review of Operation Snap nominations under question 2. The force says removing question 2 may allow answers to the other questions. A narrower Section 172 count excluding Operation Snap has not been confirmed as available. No enforcement totals were supplied.

Gwent: 2,585 court referrals and 9,245 reminders

GoSafe supplied these separate 2025 camera enforcement totals for the Gwent area. Referrals fell 53.7 percent from 2024. They are not convictions or linked reminder outcomes. Camera detected seatbelt offences are excluded, and no online response facility was available during 2023 to 2025.

West Yorkshire: reminders are not sent

West Yorkshire Police says reminders are not sent in the camera enforcement process covered by FOI 3144664/26. It supplied a 2025 notice figure of 277,891, up 22.9 percent since 2023. The scope excludes dashcam offences and is not expressly speeding only. Proceedings figures were withheld.

Latest selected finding: West Mercia

West Mercia Police reported 3,664 court cases raised for failing to provide driver details in 2025. That was exactly double 2024 and 132.6 percent above 2023. The force's combined NIP and Section 172 document volume rose 42.4 percent over the same period.

Cases raised are not convictions or MS90 endorsements. The different rates of change show why initial notices, reminders and court cases must not be collapsed into a single enforcement measure.

What the official 2024 statistics establish

The latest Home Office roads policing release was published on 19 March 2026. It is the national baseline for this project, but it is not a count of NIPs or Section 172 requests. It records motoring offences that resulted in a fixed penalty notice or another outcome on the PentiP system.

The national release does not answer several practical questions visible in live motoring notice searches: how many initial NIPs are issued, whether forces can distinguish later keeper or lease chain notices, how many Section 172 requirements and reminders are issued, which online response route is used, and what system limitations prevent comparison.

Reproducible methodology and comparability tests

  1. Confirm that the data concerns alleged speed limit offences rather than all motoring offences.
  2. Separate initial NIPs from later notices in keeper, company, lease or hire chains where the force can do so.
  3. Identify whether Section 172 figures count documents, recipients, cases or proceedings.
  4. Record whether reminders are issued and whether the original response period is distinguishable.
  5. Record the official online response route and every stated system limitation.
  6. Keep non responses, exemptions and partial responses in the published denominator.
  7. Return material figures to the force for an accuracy and interpretation check before headline publication.
  8. Publish the source, reporting period, definition and correction history beside every comparable measure.
