The 14 day warning rule and 28 day response window
The first required warning and the driver information requirement perform different functions. Investigating a possible service issue does not safely suspend the Section 172 obligation.
For a company, lease or hire vehicle, the first notice may have gone to the registered keeper held by DVLA. A later notice reaching the driver after 14 days does not, by itself, establish that the statutory warning was late.
Is there an official Hampshire online response portal?
The Constabulary's current public speeding guidance does not publish a general online driver nomination portal. It directs the recipient to complete the appropriate parts of the notice and return it to the address shown on the form within 28 days.
Do not use an unverified PAS address merely because it appears in third party material. Follow any secure online route printed on the current notice only after checking the domain and reference details.
Where should the completed form be posted?
The current official instruction is to use the address shown on the form. The public guidance does not publish the claimed PO Box 112 address as a universal destination for current driver nominations.

What enforcement information is supported?
Hampshire and Isle of Wight Constabulary has published evidence of joint roads policing activity on the M3 between Southampton and Farnborough. In a May 2023 operation, its camera safety team identified 149 speeding offences.
That supports describing the M3 as an enforced strategic corridor. It does not justify asserting that every M3, M27, A31 or A3 sector is a current high volume hotspot without current force data. National Highways manages motorway infrastructure; police process alleged offences.
What may happen after identification?
The force says the usual routes are a retraining course, a conditional fixed penalty or court proceedings, depending on the speed, eligibility and circumstances. A high speed allegation may be referred to court in the first instance.
A course is discretionary. The official page currently publishes speed thresholds used when considering eligibility, but no applicant has a legal entitlement to an offer.
