Thames Valley Police NIP and Section 172 process
Received speeding or camera enforcement paperwork in Berkshire, Buckinghamshire or Oxfordshire? Check the notice reference, preserve the response deadline and use only the route printed on the current document.
Checked against primary legal sources for England and Wales · Updated 22 August 2026 · How we review content
For offences covered by section 1 of the Road Traffic Offenders Act 1988, the first required warning or NIP must ordinarily reach the registered keeper within 14 days. Statutory exceptions can apply.
Check the first notice and keeper chronology
Test the alleged offence, keeper, first notice and receipt dates privately without uploading the police document.
The first required warning or NIP is ordinarily subject to the statutory timing rule, with exceptions.
The Section 172 response remains a separate obligation. Follow the deadline on the current notice.
Separate the warning date from the driver response
- Keep the complete notice and envelope and record the actual receipt date.
- Confirm who was recorded as the DVLA registered keeper on the alleged offence date.
- Locate the notice reference, PIN and response deadline before using an online route.
- Respond accurately as directed and retain reliable submission evidence.
The 14 day warning rule and 28 day response window
The first required warning or NIP and the Section 172 driver information requirement perform different legal functions. A possible problem with the warning does not safely remove the obligation to identify the driver.
For a company, lease or hire vehicle, the first notice may have been sent to the organisation recorded by the DVLA. A later notice to the nominated driver can arrive after 14 days without that fact alone resolving whether the warning requirement was met. It is inaccurate to say that every later notice is completely exempt without examining the statutory provisions and notice chain.
What is the official Thames Valley Police online portal?
The current Thames Valley Police online portal is hosted at https://cop.thamesvalley.police.uk/. The service identifies itself as StarPortal and publishes contact details for the force's Fixed Penalty Support Office.
Use the online functions only where the notice itself supplies the necessary reference or PIN and directs the recipient to that service. Check the domain carefully before entering notice details.
Where should a physical driver response be sent?
Thames Valley Police's current public speeding guidance instructs recipients to complete the appropriate sections and return the notice to the address shown on the form within 28 days.
The force does not currently publish a universal return address for completed driver nominations on its public speeding page. Use the exact return address on the current notice and retain postal proof.
What camera enforcement information is officially published?
National Highways confirms that the M4 between junctions 3 and 12 is an upgraded motorway corridor using traffic management technology. National Highways manages that infrastructure. This does not establish that every part is a Thames Valley Police camera hotspot.
Current Thames Valley Police neighbourhood updates provide more defensible local evidence. The Banbury team reports that fixed and mobile safety cameras recorded more than 900 traffic offences across a three month period. The Wycombe West team reports 567 offences at fixed camera sites and 592 at mobile enforcement sites during May. Those figures describe published local activity, not future deployment.
What if I want to dispute the allegation?
Thames Valley Police says a person wishing to challenge a notice must still provide the driver information. Ignoring the notice or delaying the response while investigating service can lead to a separate failure to provide allegation.
Preserve the notice, envelope, keeper record, portal material, alleged location and all submission evidence. A photograph may assist with the vehicle and circumstances without identifying the driver's face.
What may happen after the driver is identified?
Depending on the circumstances and eligibility, the force may issue a driver retraining offer, a conditional fixed penalty or court paperwork. A course is discretionary and no outcome should be represented as guaranteed.
A high speed allegation or a case involving an existing points total may proceed to court. Follow the correspondence actually received rather than predicting the disposal from speed alone.
What evidence should I preserve?
- Every page of the notice and its envelope
- The offence, issue, receipt and response dates
- The V5C name, address and document reference date
- The portal reference, PIN and any available images
- The completed response and submission proof
- Any lease, hire, employer or previous keeper correspondence
Turn your paperwork into a clear next-step checklist.
Preserve the notice, dates and response record
Build a notice chronology, deadline record, document checklist and concise solicitor briefing in NoticeReady Case. It does not determine whether the notice is valid.
