The figures expose the scale of the Section 172 pathway after a camera allegation. They are operational case and document counts—not convictions, MS90 endorsements or a prediction about any individual notice.
The consequential 2025 finding
Greater Manchester Police recorded 11,811 cases of alleged failure to provide information under section 172(3) as referred, charged or otherwise proceeded with in 2025. In the same year its Central Ticket Office produced 40,436 reminder notices.
This is the stable public-interest finding. NoticeReady does not use the unusually high 2024 document total as the headline and does not treat the different measures as a case-conversion funnel.
A reminder or an unknown MS90 is not a statistic. Identify the document and preserve the route.

The data does not determine whether a particular request was served or whether a defence exists. It does show that failure-to-provide procedure is not marginal: GMP recorded almost twelve thousand cases at a consequential enforcement stage in one year.
