North Yorkshire camera data is not a Section 172 failure count
The public camera workbooks describe enforcement deployments and offence categories. Their summons column must not be relabelled as failure to identify the driver.
What the workbook columns mean
The annual files each contain a Safety Camera Van sheet with deployment dates, locations, times and category counts. SAC indicates a speed bracket potentially suitable for a course, subject to eligibility. CO describes a conditional-offer route. RFS means Report For Summons for an offence requiring court disposal. These fields do not establish course completion, acceptance of a fixed penalty, conviction or Section 172 failure proceedings.
Why we are not publishing a trend from a simple sum
Our inspection found repeated rows matching across all 18 displayed fields, particularly in the 2024 file, as well as blank or non-numeric category cells. Matching rows do not by themselves prove duplicate incidents. We retain the original data and flag the uncertainty rather than silently deleting records or treating missing values as zero. A raw column sum is not a verified count of unique notices or drivers.
What the FOI response does and does not add
The supplied response refuses the request on retrieval cost grounds and points to the public log, saying the recorded offences received a NIP/Section 172 request. This does not establish a one-to-one relationship between spreadsheet rows, offences, documents and recipients, or provide reminder and Section 172 failure counts. The letter is dated 10 October 2026, which is later than this review on 10 September. Its date needs confirmation and is not silently corrected here.
