UK lease fleet passes two million as NoticeReady launches free NIP chain resource.
A free browser tool now helps company, lease and hire vehicle drivers understand why their own motoring notice may arrive after an earlier notice was sent to another organisation.
The development
The BVRLA reports that its members’ combined car and van lease fleet reached 2,079,575 vehicles at the end of 2025, exceeding two million for the first time. The figure was 12.9 per cent higher than a year earlier.
Against that background, NoticeReady has released a free company, lease and hire vehicle NIP chain checker. It maps the likely route from the police to the registered keeper and, where relevant, through a leasing company, employer or hirer before correspondence reaches the driver.
Why the chain matters
A driver may not be the registered keeper shown on the vehicle record. That is common where a vehicle is leased, hired, supplied by an employer or provided through salary sacrifice. The first statutory notice may therefore have been addressed to an organisation earlier in the chain.
The timing requirement for a Notice of Intended Prosecution and a requirement to provide driver information under section 172 of the Road Traffic Act 1988 perform different legal functions. A later notice to a driver should not be assessed from its date alone, and a driver information request should not be ignored merely because there is a question about service of an earlier notice.
The checker does not decide legal validity. It identifies the likely recipients, records the dates and documents that matter, and signposts the user to the relevant primary sources.
